ROLES OF DCR, VWRRC AND THE CLEARINGHOUSE COMMITTEE

The Virginia Department of Conservation and Recreation (DCR)

    • Chairs the BMP Clearinghouse Committee;
    • Provides technical and engineering staff support for various Clearinghouse activities;
    • Collaborates with the VWRRC regarding appointment of individuals to the BMP Clearinghouse Committee;
    • Has final authority and responsibility for decisions pertaining to certification of BMP performance and approval of BMP technologies that may be used in Virginia to manage the quality and quantity of stormwater runoff; and
    • initial funding for the BMP Clearinghouse project.

The Virginia Water Resources Research Center (VWRRC) provides staff support for the Committee, including:

    • Facilitates meetings of the Committee and provides support staff to the Committee;
    • When requested, may facilitate third-party research and evaluation services by coordinating with stormwater BMP designers, regulators, researchers, and manufacturers regarding the scientific review of existing BMP test data or monitoring and testing of new devices; and
    • Develops and maintains the clearinghouse website based on the directions of the Committee in corroboration with the DCR.

Stephen H. Schoenholtz is the director of the VWRRC and professor of forest hydrology and soils in the College of Natural Resources at Virginia Tech. Dr. Schoenholtz provides oversight of the VWRRC's responsibilities with regards to the stormwater BMP clearinghouse project and supervises the VWRRC staff. He has Ph.D. and M.S. degrees in forest soil science from Virginia Tech and B.S. degrees in forest science and biology from the Pennsylvania State University.

Jane Walker is a research associate with the VWRRC and serves as support staff to the Clearinghouse Committee. She holds a B.S. degree in biology with a minor in biochemistry from James Madison University and a M.S. degree in environmental sciences from the University of Virginia.

Tracey Sherman is a program support technician with the VWRRC and Department of Forestry at Virginia Tech. Tracey designs and updates the Virginia stormwater BMP clearinghouse web site. She earned an A.A.S. degree in graphic design communications from New River Community College.

The Stormwater BMP Clearinghouse Committee:

    • Provides direction for the clearinghouse website design and content and for development and management of the website and support database;
    • Evaluates BMP research and monitoring pertaining to BMPs;
    • Makes recommendations to the DCR regarding certification of BMP performance claims and approval of practices and new technologies for use in Virginia to manage stormwater runoff.
    • Makes recommendations to the DCR regarding BMP pollutant removal efficiencies and effectiveness ratings for Virginia;
    • Provides assistance to BMP manufacturers in arranging for third-party research pertaining to their products, and
    • Identifies stormwater issues that need research.

As the BMP Clearinghouse project evolves and moves forward, DCR and the VWRRC anticipate developing additional cooperative relationships with academic and research institutions that may aid in advancing the science of stormwater management.
